Strategic Planning for Sustainability Consulting Services
Section 1 · Executive Summary

Cornerstone Advisory Group is pleased to submit this technical proposal to the University of South Carolina in response to Solicitation GS-RFP-260231-01 for Strategic Planning for Sustainability Consulting Services. Since 2016, we have delivered operational assessments and strategic plans for municipal and state government clients, including a countywide sustainability roadmap and two multi-department process-improvement engagements. That experience, translating sustainability data and stakeholder priorities into a plan that leadership can actually govern and fund, is precisely what USC's Office of Sustainability requires as it develops its first Sustainability Strategic Plan.

Our technical approach applies a proven four-phase method mapped directly to USC's scope. In Phase 1, we conduct the kickoff, deliver a detailed project work plan, and execute the existing-conditions assessment through interviews, document review, and a structured data pull built on USC's STARS v3.0 (AASHE) submission. Phase 2 benchmarks USC against comparable institutions and informs the strategic framework of goals and priorities. Phase 3 produces a prioritized, costed set of recommendations, culminating in the Draft Sustainability Action Plan for USC review.
